Create a domain account for each user and grant it permissions to the
mailbox. It doesn't prevent users for deleting messages nor does it
provide anything useful in a message header that tells you who sent it
AFAIK. So I'm not sure that meets any of the other stated criteria.

Ed,
sorry for the incoherance. After the time change my mind is fuzzy for
weeks.

They want each user to have a unique username and password that opens
that 
one mailbox for them.

I really don't think it can be done the way they want.
