You moved the Exchange server to another domain? That can cause problems. There's a KB on how to move an Exchange server to another domain, but I haven't bookmarked it. It isn't as simple as just moving the server.

When a user tries to send an interoffice test message, an NDR msg returns with an error about "network congestion". >From the server, it's able to ping the other exchange 5.5 servers so the routes are up.
