In Exchange 5.5, there was an option to prevent read receipts from going to the
internet (as I recall, it was configured on the SMTP connector in the advanced
settings)

I see a similar setting in Exchange 2003 under Global settings\Internet Message
formats
As you can see, we do not allow delivery reports - Does this apply to Read
receipts as well?

Our goal is this: We do not want to send read receipts to "outside" email
addresses and we don't want the Outlook client to "override" this configuration.

Thanks in advance
