There doesn't seem to be a properties page when "public folders" is
highlighted in the Exchange Admin program.  Also, there doesn't seem
to be anything related to public folders in the permissions tab of
each user mailbox properties.

As for file shares, it is not possible to live without file shares.
That is not the case with Exchange public folders.

Exch 5.5 SP4

Someone took a folder (which of course happened to contain sensitive
information) and accidentally dragged it into Public Folders.

How do I prevent any user from being able to create a public folder or
to drag any items into any public folders.
