There doesn't seem to be a properties page when "public folders" is highlighted in the Exchange Admin program. Also, there doesn't seem to be anything related to public folders in the permissions tab of each user mailbox properties.

If your company really has no use for public folders at all then sure, I suppose preventing users from creating or moving items to public folders is appropriate.
