File -> Open other User's Folder only opens the "Default" Calendar of a
mailbox.

You do have a few options:

1st:
Use a Public Folder calendar like you mentioned.

2nd:
Create a Resource Mailbox (disabled mailbox-enabled user account in
2000/2003) and share out it's default calendar and assign permissions
using folder permissions, delegate permissions, or mailbox rights.

3rd:
Give the users permissions to the Top Level folder "Mailbox - Name" and
permissions on the new Calendar and have them add her mailbox through
Tools -> E-mail accounts -> View or change existing e-mail accounts ->
Change -> More Settings -> Advanced tab -> and add it as an additional
mailbox (These are the directions for Outlook XP/2003, other versions
are a little different, but you get the idea).  They should now see the
mailbox listed in their folder list.  When a user goes and expands the
mailbox, they should only see the folder they have permissions to.
Also, it should automatically show up in their Calendar list (in
2003/2007).

The Resource Mailbox can also be added as an additional mailbox, if so
desired, if the users have Full Mailbox rights or at least Reviewer
permissions on the Top Level Mailbox folder and Calendar.

I have a user who would like to create a calendar that other people can
access.  It's not her own calendar but a calendar of events.  I thought
she could make another calendar in her mailbox under the root and then
share it.  We created the other calendar and changed the permissions on
it so I could access it.  (I made myself the owner.) Then from my
mailbox I go to File | Open | Other user's folder.  I select her mail
box and Calendar as the type of folder I want to access.  I can't access
it.  It acts as though it wants to open her default calendar rather than
the one we created.  Is there a way to do this?  I suppose one way to do
it would be to make a public folder but I'm curious what I'm doing
wrong.
