You could set the service to Disabled and reboot, if that doesn't work.

Go out to a DOS prompt, try doing an iisreset /stop, see if that enables the
uninstaller to stop those services and to continue.

Subject: 2003 Uninstall gone bad.

Removing a FE from your Exchange Org. The uninstall made it as far as the
'Microsoft Exchange' portion of the install, in other words just past
removing the System Management tools. The blue bar has progressed about 60
percent across and it has been hung there for about 2 hours now. Looking at
the services the Microsoft Exchange Management service is hung on
'stopping', also the Microsoft Exchange System Attendant service is hung on
'stopping'.

Any ideas or advice before I resort to a manual removal of this machine?
