Does anyone know of any tool/script to reset all service account
passwords in a domain?

One major requirement is cache capability, so if for some reason the
change doesn't take place smoothly or an application stops running
because of the change, it can (revert back to and) use the cached
password and continue functioning.
So basically, it would have to first identify which servers are running
services under service account credentials. Then it has to go out and
change the account password on those services.  For "fallback"
capability, it would need to restart the services after the password
change, test its status to see if it restarted, and change the password
back and re-test if it didn't. This process has to be automated.

I may get additional requirements, but for now that is the minimum.
