You can add the other person's mailbox to your Outlook, and hope that you have at least folder visible permissions on the folders above the one you want to get to. You can also have them create and send you a shortcut to the folder. Such shortcuts can be created by right-click dragging a folder from Outlook to a Windows folder or the desktop, and selecting Copy to this location.
