My point is that Outlook has trouble with latency regardless of the protocol
being used.  RPC over HTTP is better for slow links, however, and the user
experience is probably going to be a lot better than with POP, plus the mail
will remain on the server and get backed up.

I've had RPC>HTTP working on fairly slow cut rate DSL lines.  Like Ed
implies, you've gotta try it to be sure.  Anyway, it's pretty easy to switch
from RPC>HTTP to POP3 and back -- remotely walking a user through the change
is quite feasible.
