I don't believe that cached mode would reduce the load from what they're seeing with POP.

Cache Mode should reduce the overall load. However if the users do not have an up to date Exchange profile and they connect, it will take a long time to cache the mailbox up and down to make it synced. Once their mailbox is synced and they have an up to date OST, the bandwidth should be fairly small. Id just create a new profile on the users outlook and try connecting first and get it working. Some times rpc over https can be a pain to setup. Id recommend getting a cheap godaddy SSL cert for 30 bucks. If your ssl cert doesn't match exactly, or is not installed correctly outlook will not connect to exchange in that mode. If the remote office has an Internet connection, you might have a better experience using that instead of your dedicated link!
