Exchange 2007SP1. Outlook 03. User sends message outside. Message bounces. Exchange Administrator sends NDR to User. User opens NDR only to see half a page of random Chinese characters.
AFAIK, this has only happened a couple of times to one user, who by bizarre coincidence is of Chinese ancestry. (no, I don't suspect a hoax on his part) I've checked the language and encoding settings on the client, and they seem quite normal to me.
