As I understand how things work the behavior you describe is normal. The sending of the message is a completely separate event from the placing of the message in Sent Items. Say you send a message that's over the message size limit. First Outlook sends the message, then it puts it in Sent Items. The Exchange Server determines that the message is over the limit, be it a user-based size limit, or some other size limit farther down the line, at which point the message is bounced.
