True, my closing statement is that now matter what you do the BB is going to
get email first.  My BES is running on a junk VM with only 512MB of ram
under a constant 40-50% load.  My exchange is never overloaded and my
workstation is only one switch away with almost no latency.  I have yet to
see an email reach outlook before my BB, I don't think its possible due to
the nature of how RIM designed the BES server to interact with Exchange.

But he ruled out cached mode.  Still, Outlook in online mode is very
sensitive to network latency, and that sounds like the culprit here.  If
latency is fairly high, then I'd turn cached mode on because the user
experience should be better even if his Blackberry plinks first.

All wireless networks are extremely fast these days, and remember it's only
transmitting small amounts of email data in quick bursts. The wired network
is faster but is going to be under a lot more load with client and broadcast
traffic.

And Again Cached Mode does not keep a constant connection to the server in
real time, it does periodic sync checks to look for new content and then
syncs up your local copy to match the servers copy. The BES account is
constantly monitoring your Mailbox at a much more aggressive rate then
Outlook in cached mode.

And the latency between the BES and Blackberry's network is likely to be
lower than the latency between offices.  It doesn't seem right that the
wireless network should be faster than the wired one, but that might well be
the case here.

BES Enterprise Server Uses ESM and MAPI in conjunction with a service
account. This service account taps into all the mailboxes on your Exchange
Server that are BB enabled. IT then does a send-as and receive-as behind the
scenes.  The BES also needs to forward all communication through RIM.
The
load of a BES Server is tremendous to an Exchange Server Hence why I prefer
Activesync which is Free, Faster, and more Stable.

Now your BB will get email first because the BES service account is
constantly trolling through your mailbox waiting for new messages to appear,
as soon as it finds one it sends it off to RIM down to your phone.
Outlook
has a slight delay in it when checking for new email in cached mode so that
it doesn't DOS the server with too many requests.
Today my BB is receiving email exactly 1 second before my Outlook does.
This is all completely normal stuff.  

Since the BES Server is typically right next to the Exchange server is will
have less latency and network switches to hop around.  Therefore some client
in another office is going to have more latency in outlook and receive email
after his BB does.  BES servers can't really handle more the 2000+ users
efficiently, and neither can the mail store.  The more BES load you put on
the Exchange Box the higher and higher your clients latencies will get.

Yes I verified that he's not in cache mode and there are no PSTs involved.

As for network latency, the user is in a different office from the servers
and we've heard of bandwidth issues between the 2 offices, so that may be
the culprit.

That's the answer.  I get e-mail on my Windows Mobile 6 device before they
show up in cached mode Outlook as well.  It's only a few seconds, though.
If he's seeing minutes, then you may have something wrong.
