In 2003, you can reduce the free/busy publishing under calendar options
so that no free busy is available and you can set permissions to allow
people to view etc. but not give or revoke permission to view free/busy

Is your server 2003 or 2007 ??

The function you see in 2007 may be a function of exchange 2007 only
