Okay, but one last question...so if we were to set up between our servers/other

Why wouldn't you use your on-premises servers directly for TLS communications? 
They are both coming from and being sent to a trusted business partner. What 
value is there to having a third-party involved?

But sure, other clouds can do this. CloudMark, Symantec, Barracuda, Vircom - if 
you can name a cloud provider, they can probably do this. It is a common 
feature.

Thanks, but perhaps I didn't clarify this well enough or I very well may not be 
understanding this as I'm no expert on this topic.
We currently have a third-party vendor whose servers spam/anti-virus filter & 
accept/deliver our emails for us. Everything is set up TLS on our/their server 
end, but due to doing business with some larger companies who are beginning to 
demand to make sure email communications between them & us are fully encrypted 
is why I'm looking into this. Our current vendor can provide encryption with a 
PGP server they have that relies on me adding a user(s) here as a licensed PGP 
user for their system & user then has to remember to type in a keyword to 
trigger encryption for any emails they want encrypted (typing encrypt).

Some of the larger company/customers we are beginning to do business with are 
in some instances requiring that all email communications between any of our 
company users sent to them be encrypted. Our current vendor's encryption is not 
flexible to allow us to encrypt all emails sent from our domain to customer's 
domain, so that's why we'd like to find another enterprise cloud has this 
capability. Our Exchange servers here are on premise. We've been told that if 
we were to use Exchange Online Protection, we could configure one of its 
transport rules to accomplish this. However, we want to investigate if there 
are other Enterprise spam/encryption products that can also do this so we can 
make a fair comparison.

Exchange has the first built-in and the second is optional (extra licensing: AD 
RMS).

Does anyone know which of the most popular Enterprise cloud  Encryption 
products DO (and also which DO NOT) allow you to configure all emails sent from 
your organization to be encrypted to a specific domain (i.e. if one wants to 
send all/any email communications between your default domain and a particular 
customer's domain) while also having the other more customary options (encrypt 
by keyword in subject/per email for other email, etc.)?
