It shouldn't be installed unless you are using Server 2012 (http://technet.microsoft.com/en-us/library/ff728623%28v=exchg.141%29.aspx). Exchange 2010 will utilize .NET 3.5 / 3.5SP1, so if .NET 4 is installed make sure .NET 3.5 / 3.5 SP1 is not uninstalled on accident.
