Using FOPE hosted for antispam. We send a large number of email messages for students from an automated system and use a single return address. The automated system is not AD/MAPI aware or compliant, so we allow the system to relay through our Exchange 2007 edge server. These are facts and not subject to modification at this time.
FOPE recently stopped allowing outbound mail from the email account used by the automated system due to the high volume of messages per unit of time. As you might expect, FOPE will not reveal how many messages over what period of time triggers the ban. I've been working through several scenarios to "fix" this situation, including working with FOPE to get the volume limit for this account raised or lifted. One of the thoughts I had was to determine if the Exchange edge has some sort of governor that will throttle the rate email leaves the outbound queue. I haven't discovered any such mechanism yet, and I'm asking the community if anyone knows of an Exchange setting or even a 3rd-party package that will slow the rate email leaves the outbound queue. Ideally, I'd like to rate limit specific return addresses, but I'm open to discussing any known mechanisms at this point. As a side note, we used to use a sub $200 package called Handymailer to deal with rate limiting outbound mail flows, but the automated system we're using won't work with Handymailer. Handymailer requires that the outbound email be composed within the Handymailer system.
