Hi Dana,
Does user also have these users as Contact entries? If so try removing them 
from existing Contacts and send to them.
Has user got them in his Nickname cache? Again try removing and resending.
Apologies if you already tried this but it wasn't listed in the steps you've 
attempted so far.

Exchange 2010 SP2 RU3 two node DAG and hardware load balancer.
Exchange OUTLOOK 2013 clients ( we recently upgrade all campus to office 2013) 
and all use the cache mode on campus.

Sorry for the length, but just documenting what I tested.
I am stumped after doing the following:
So far this is only one user having the issue so focusing on his local systems, 
account, etc. as no one else has reported this.
( I have tested myself and not seeing the problem - It is only a few users that 
user has this problem sending to and if system wide, we would have heard about 
it)


User tries to send email to president and a couple of VPs and it comes up on 
his campus PC outlook client  with invalid email address or close and I saw 
this for each of the accounts being sent to ( the color changes).

Had user force  full download of OAB in client and same result.
Had user switch OUTLOOK 2013 client to ONLINE mode and same result.
Had user send test email to the above recipients in OWA and no problem and they 
replied.
Had user move to a different PC in our service desk area, log in, and allow all 
to be set up ( default is cached mode) using OULTLOOK 2013 client and same 
result with invalid email address even manually typing in the full internet 
address of the users.

User then reported having the same issue sending to me directly.
I then sent a test email direct to user and got a reply and responded.

>From there, met with user in his office, and it appears this was resolved per 
>my email address issue on his client.

In summary, I have never seen this issue before so sorry for not being clear.
Is there somewhere this info may be cached on the server until a reboot or 
service restart?
