So, I found a cmdlet that I thought was going to resolve my issue:

Get-mailbox -database BBB -arbitration | remove-mailbox -arbitration 
-RemoveLastArbitrationMailboxAllowed

However, when I run this command, I get this error:

"The arbitration mailbox "domain/users/FederatedEmail.xxxx" is used by Exchange 
and can't be removed."

I'm still getting the error saying there's no server running the MRS as well.

Any tips?

I may have screwed up here.  I got a little overzealous, and uninstalled all 
HT/CAS servers before any MBX servers.  So, when I tried to move arbitration 
mailboxes, etc to empty out all mailbox databases except for one, there was no 
servers to do this.  D'oh!  I reinstalled the HT/CAS roles onto one of the 
boxes that previously held them.  Now, when I try to move a mailbox, I get the 
error:

"There aren't any available servers running the Mailbox Replication Service".  
I've verified that that service is indeed running on the HT/CAS box.  I've also 
rebooted all boxes involved, still getting the error.

I tried checking MRS health, and got this:

If the VMs that Exchange was installed on, were not used by anything else, do I 
still need to uninstall via Add/Remove programs?  I'm thinking I should, just

If you think that there is ever any chance that Exchange will come back 
on-site, then you should cleanly remove Exchange.

Leave the AD groups online. Ignore them.

Now that we've been force migrated up to the state's O365 implementation, I've 
been looking into how to go about removing my on-prem Exchange.  First thought 
was to simply shut down the servers, and archive the vmdks, since they're all 
virtual.  Second thought was to use Add/Remove Programs and uninstall Exchange 
first, then just dump the VMs.  But my concern is the schema changes, and the 
Exchange security groups OU.  If I uninstall through Add/Remove, does that last 
one go out and clean up AD?  Or is there something else that will need to be 
done as well?  Or, do I need to keep the AD stuff, since we're connecting to 
the cloud solution, and managing all our mailboxes through ADUC and ADModify?
