No, that allows internal OOO only. You can block the external ones through a 
HUB transport rule or a custom transport agent, I just cant remember it off the 
top of my head (on how to actually do it).

I'm confused, I thought I had external OoF's blocked.  Exchange 2010, Outlook 
2010.  On the hub transport in Org Configuration.  The remote domain tab...the 
Default * domain I have 'Allow internal out of office messages and legacy out 
of office messages.....(the bottom radio button) checked.

Shouldn't that only allow internal OoF's and block externals even if the users 
selects external?  It is allowing externals.
