I understand this is older topic, but didn't found any reply on it. We have 
similar issue, but in our case it's OAB. I found out that TMG client is 
altering IE proxy settings on some Windows clients pushed via GPO and by this 
is removing also Exchange entries. Oultook is then not able to download OAB 
from Exchange.

OUTLOOK 2013 CLIENT

After a rollout of OFFICE 2013 and OUTLOOK 2013, we have had numerous reports 
of shared calendars not syncing in a timely manner to the desktop OUTLOOK 2013 
client.
Most clients are in cached mode, but we have several that are DEEP FREEZE 
frozen and need to run in ONLINE mode.

Send/Receive Updates Folders helps a bit, but not much for very large 
departmental shared calendars and we can't expect our users to do this all the 
time.

In case you have run into this with the OUTLOOK 2013 client, One of our techs

Some quick tests today shows this " may have improved things a bit on large 
departmental shared calendar", but far from conclusive.
Just wondering if any or you with OUTLOOK 2013 rollout have run into this, and 
providing a "possible" link to test if this resolves.
YMMV, so please do internal isolated testing.
