We had a similar issue with our Outlook 2010 clients and it ended up being a missing permission on the web.config file in the OAB virtual directory. Here are my build notes:
a. Locate web.config file in path c:\program files\microsoft\Exchange Server\V14\ClientAccess\OAB b. Add Authenticated Users with Read & Execute and Read permissions Hope that helps. I have tried several different thing. When the cache mode is disabled, Outlook works without any issue of authentication prompting. But, when cache is enabled, the first time, I login, I am prompted. The Outlook 2013 (32bit) is a fresh installation on Windows 8 (64bit). After some research, I read that it is something to do with the address book download. But I am stuck there. I guess I have this issue only with Outlook 2013 as none of the Outlook 2007 users raised the issue. I am sure someone on the forum might have a solution or a workaround.
