Have you tried restarting the Microsoft Exchange Transport service since you 
set the rule?

I setup a hub transport rule to include these patterns in the recipients 
address @domain.com
Do copy CC the message to [email protected]<mailto:[email protected]>

The message goes to the original recipient, but it never gets copied to the 
second user. The rule is enabled.

Is there a log to look at for transport rules?

This is exchange 2010 SP3
