Yes, thanks Michael, that is me with Exchange 2013 and Outlook 2010. I hadn't reported back yet as I don't have a resolution, but I've had a premier case open with Microsoft since the week of 1/24.
After gathering a lot of data and other testing the previous week, the person I've been working with said there was a similar bug identified in Exchange 2010 (looks like the link you have sent) and they think the code is likely basically the same in 2013. As of yesterday morning, they were waiting for the escalation engineer to finish a critsit case so they can do a code review.
