This is only meant to be an estimate. There are a variety of ways in which the 
number can be inaccurate. From Exchange’s perspective, the only real issue is 
whether the total recipient count would be over the mailtip limit. It is an 
optimization to NOT calculate a precise number.

When mail tips in Outlook 2010 displays a recipient count for a distribution 
list, it is always greater by 1 compared to the actual member count of the 
distribution list. Does anyone know why and is this correctable?
