This may not be the answer you're looking for, but you can script this client side using AutoIt and the OutlookEX add on. We did this for one of our departments to add public folder contact folders to the user's Favorites list, and also add them as Address Books.
You could also consider converting this to a mailbox, and then granting all users Full Access permissions to the mailbox. This will automatically mount the mailbox for all of the users in Outlook.
