FOPE comes fully configured and “optimized” out of the box. Meaning you don’t have to do anything to it, and it will automatically work well.
EOP comes with only “reputation” and auto-malware blocking enabled. Everything else has to be fiddled with. And while there is a HUGE amount of documentation, nothing tells you how to configure it equivalently to FOPE. How many man-days/man-weeks can you waste dealing with spam while trying out how to configure it properly? If I wanted to screw around with spam filters, I’d use a product from 12 or 13 years ago. So far, so good. We've tested it and it works. We are comfortable with the built-in solution because we have a layered defense. In addition to EX2013's built-in AV scanning, we also have email scanning capable AV on all client workstations and 3rd party perimeter devices that scan all inbound/outbound email for SPAM and AV.
