Is your IP showing on any other blacklists? In our case MS blacklisted our on presence IP's because we showed up on Spamhaus/CBL (thanks Conflicker)!
I opened up a premier case and was told have to get off spamhaus CBL. Once we got off the CBL - they said they couldn't speed it up just had to take its course. FWIW the delist from MS took between 16 and 18 hours from the time I put in the request. Ymmv...
