Put them on legal hold and remove the license.

You can connect a disconnected mailbox to a new account, but you have to open a 
ticket for it.

We have o365 setup with dirsync and hybrid exchange.

After my research I've found that you cannot export a pst from o365 using 
powershell you must use outlook. considering you might have a primary mailbox 
of 25GB and an online archive of 100GB. Do you really want to be pulling 125GB 
of mail though outlook into a pst?!?

We had also planned to block the creation and usage of psts once we have 
everyone moved to o365, now I don't know about that.

There is also no way to connect an existing mailbox to a new account.

what is your decommission process? how do you handle large mailboxes for users 
that have left when you have o365?
