External users are those who do not need authenticated access. So if you have a 
web server with an external connector license then external users can connect. 
If you had an exchange calendar published to this then that would be covered.

* External Users means users that are not either your or your affiliates’ 
employees, or your or your affiliates’ onsite contractors or onsite agents.

a also a line about Exchange 2013 external users being included in the product 
license.

I have a question regarding Licensing.

If a client has 100 users on windows and Echange they will need 100 cals for 
each, but if they have remote users who only use Exchange and dont have access 
to any windows file services other than the ad account required for their 
mailbox do they still require windows server CALS?
