If you do not already have protocol logging turned up then Message Tracking is 
the only other choice to find and follow the path. Blowing it off because it's 
complaining about permissions is denying yourself the one tool available to 
answer your question. Fix the permission issue; message tracking is an 
invaluable tool; I use it daily.

On the desktop now.
No rules.
Looking in EMC console Message tracking is upset about permissions and no logs 
that I can find so I think Verbose is turned off.
Where do  I check for that?

9 times out 10, in my environment, the user has inadvertantly added the senders 
address to the Outlook blocked sender's list. Might be worth a quick check in 
their junk mail folder.
