What Exchange version? If you do this on the forwarding mailbox's properties, won't this give the desired behavior?
In Exchange 2010 open the mailbox's properties in EMC, go to Mailflow settings | Delivery Options | properties. You'll see the forwarding option there. IIRC, in Exchange 2003 the same thing could be done on the Exchange-aware version of ADUC. You could also play with a transport rule.
