Perhaps I have it configured incorrectly.  I can’t open the file if I’m not a 
member of the Discovery Management/Compliance Management group.  Do you have 
any helpful links I could scour?  The consultant who implemented the solution 
for my firm quit the consultant group a long time ago and left pretty shoddy 
documentation.  I’m now forced to do all the clean up.

After Export

Unless I'm missing something, you just give them the .pst and they open it up 
in their own copy of Outlook.  I do this fairly regularly for in-house search 
requests.
