Does it have to be done at Exchange.  IIRC, the OP has an Iron Port or similar 
device that may be able to do this.

Yeah, unfortunately I think that's one of those functions that even powershell 
won't do.  Thinking back, I think what I was referring to was generating 
incident reports, which by default doesn't show DG's in the wizard but you can 
use PS to add the DG.  Sorry to get your hopes up man.  I will think on it a 
bit and see if I can think of a way around it.

When you say "send to a DG instead...."  What exactly are you trying to do?  
Forward a message? Add recipients to?  Generate an incident report?  Explain 
your rule's functionality please and there may be a way to do it in PS with a 
DG, depending on what you need to do.

You have to write the rule using powershell and just put in the DG's email 
address.  You can't pick a DG from ECP for some dumb, dumb reason.
