Is someone supposed to manage these calendars? If so, then you can use a single calendar, because a person can deal with conflicts.
If these are supposed to be self-managing, then there will need to be 4 calendars. Maximum meeting length is a calendar option., although it may need to be set from PowerShell. I can't remember OTTOMH. "2 weeks of scheduled time?" - I'm not sure what you mean. But limiting the calendar horizon is also a calendar option.
