Hi Ryan, When you license a mailbox, the location field is required, and I believe that dictates where the mailbox is created. Beyond that, I do not know if there is any way to control where the mailbox is provisioned.

When I looked into this before I think two different Office 365 tenant's where required but I vaguely remember Microsoft was adding support within a single tenant?
