Hi JP Yes this is something I can help offer for you. I am a Microsoft Partner and we have an offer where we will move NGOs to Office 365 for free. Microosft also offers free and discounted Office 365 SKUs. I have not run into a limit. We have NGOs with 3000+ seats.
