We're doing our 2010 to 2016 migration and are having trouble finding 
documentation for Cisco and Exchange 2016.

Looking at the Dial Plans when we try to associate a 2010 dial plan 
(Extensions) with a 2016 server we get "The dial plan can’t be associated with 
the Client Access server. Only SIP URI dial plans can be associated with 
Exchange 2013 Client Access servers"

When I go digging on that error I come across this piece of information

"You can add Client Access and Mailbox servers to SIP URI dial plans. Client 
Access and Mailbox servers can’t be associated with Telephone Extension or 
E.164 dial plans, but the servers will answer all incoming calls."

So the 2016 servers will continue to honor the 2010 policy despite not being 
associated with the dial plan? We're seeing that the Message Waiting Indicator 
isn't working for mailboxes that have moved and Play on Phone is also broken.

I have already moved the arbitration mailboxes to 2016.  If we have Cisco point 
to the 2016 servers will 2016 proxy to 2010 for mailbox users that are still on 
2010?
