It depends on how long you want it to stay out-of-production. If it’s just for a single reboot, then you specify /DoNotStartTransport on the setup command line (can’t be done from the GUI).
If it’s for a longer period of time, you put it in a pin-point site along with a DC in that same pin-point site.
