I would try powering down the back up device(if you have an external
device), powering down the Server, powering back up the back up device and
powering on the Server.
 If this does not work you may need to upgrade to a newer version of Veritas
back up, v8.5 is what we are using.It can be downloaded.

I have a weird problem.  On our Exchange server we are running Veritas 7.3 I
believe.  All the services are running for BackExec except for the Job
Engine service.  But when you try to start it, it comes up with this error:
"The requested service has already been started"  Has anyone seen this
problem?  Please help!  I need to get these backups running.
