Well, go to the top level folder, set up your group as the owner of all
folders, mark the replicate check box and click on apply.

Once it's all finished, go to the Public Information Store object in the
Site configuration object, click on the Top Level Folder tab and give no one
the right to create top level folders. 

Start/Restart your outlook client, and remove all the folders starting from
the bottom-most one and work your way up.

Or have a manager/VP who approved this silly idea to do it himself.

Um.., why would you want to?

You can certainly assign permissions at the root to disable the creation
of folders.  Again though, why would you want to?  They are a rather
useful feature for collaboration...
