Thanks to Mike, Matthew and Don who helped me with this. I was able to assign myself permissions in "Top Level folder creation" tab. Public folders are visible,properties can be viewed, and I can do all kinds of cool stuff. Yes we do have pub.edb alive and well. Just needed a -----> in the right direction.
