It puts it in the "My Shortcuts" section of the Outlook Bar, which defaults
at installation to three sections: "Outlook Shortcuts", "My Shortcuts", and
"Other Shortcuts". But they're all part of the Outlook Bar.

If you've got the outlook bar open, and you create a new public folder, it
automajically asks you if you want a shortcut to it on the outlook bar.
Unless you've checked the box that says "don't ask me about this again" and
if you _do_, and also click "yes", I think maybe it does put shortcuts on
the OB by default..?
