why would Publishing Editor give LESS access than Editor, when Publishing
Editor is higher in the heirarchy?

I'm not suggesting she shouldn't try it, weirder things have been known to
work, I'm just curious as to why (and didn't I say that why questions don't
often get answered on this very list a few weeks ago?)...

AHA! Publishing Editor just allows you to edit Contacts that you own. You
want just plain Editor.

Yes, I have done that. In fact, I have now added everyone individually
and made them Publishing Editor(s).
