One thing to try.
Run up Exchange System Manager
Go to your Admin Group
Expand the Folders Tree
Expand the Public Folders Tree
Right-click the Contacts Public Folder and select properties
Select the permissions tab
Hold down the Ctrl key and click the Client Permissions button
This will give the real underlying Windows 2000 ACLs on that folder whereas
the view achieved by simply clicking on the Client Permissions (or in
Outlook) gives the MAPI-viewable rights.
Are your users/groups/etc listed there ok? If any of them are unresolvable
(i.e. they show up as O=org/cn=site/...) then that unresolvable entry will
cause an explicit deny to everyone except owners. Also check the Advanced
rights.
However do NOT edit permissions from this view or from Explorer. Instead go
back to the mapi-viewable list and remove the associated entries.
