There may be some mapi-based virus-scanners that can implement this type of
thing if installed on the X400 bridgehead server.  However they will also be
a big hit on performance.

I can't think of any easy way to do this in 5.5; maybe an event script but
it won't apply only to messages going over the x.400 link. In 2K an event
sink will handle it.
