Here is a short outline of the process for blocking outgoing SMTP.
1. Create a DL for this specific purpose.
2. In the IMS properties, Delivery Restrictions tab, add the DL to "Reject
messages from". Stop & Restart the IMS.
3. You can now hide the DL from the GAL
4. Add names for those who will be blocked to the DL.
I don't think you need to stop/restart the IMS when you add names tothe DL.
IIRC, senders will get a message something like "a restriction in the system
prevented the message from being sent" or something like that. It's easy to
test.
For inbound mail, delete their SMTP address from their mailbox.
