They all work on the "PSTexport-delete-recreate-PSTimport" basis but just
automate it with a nice GUI. I'd investigate the exmerge utility first of
all.

OUTLOOK 98 Exchange 5.5 SP3
I have heard somewhere there is a tool being marketed that would allow the
moving of mailboxes from one container to another. We have 1600 mailboxes
in the wrong container and we really don't want to copy them to a PST,
delete the mailbox and add it back, and import the PST. Has anyone heard of
this magic program?
