You must have been mistaken.  Rules that involve moving to public folders
are not server-based; such rules require a live client to fire.

Since we migrated our mail system to another server, mail which was
previously being move to a public folder is now ending up in the users
root inbox. This is only true in some cases. When I tell it in rule wizard
to move to folder and delete it nothing changes. I read to use rule of
forward to public folder but the only options I get are forward to contact
or recipient. This previous rule is supposed to fire always on the server
but I can't configure a contact/recipient as a public folder. Can I??
