Well, my first instinct is to consider if the announcements are particularly
important if they simply delete them. If it impairs their work efficiency
that they don't read the announcements have HR caution them that they need
to improve their performance.
If it doesn't impair them to not read the announcements you might reflect
upon whether it's really necessary to send the announcements at all.
Ultimately this is undoubtedly another situation where there are few
technological solutions to what is essentially a behavioral problem.[1]
If you really want them to read the announcements consider embedding certain
important facts among them; like announcing a mandatory meeting and that
anybody not in attendance will be terminated. Or use the carrot approach,
as somebody else suggested, and offer some reward to the first 5 people to
respond to the message.
